I don't own a dog but the fact your dog is loose on your property is not against the law anywhere in the US, the UPS driver was totally at fault and he knows it

The muzzle must be made in a manner that will not cause injury to the dog or interfere with its vision or respiration but will prevent it from biting any person or animal. The owner may exercise the dog in a securely fenced or enclosed area that does not have a top, without a muzzle or leash, if the dog remains within his or her sight and only members of the immediate household or persons 18 years of age or older are allowed in the enclosure when the dog is present.

Stand on game and protect the brand. Should be UPS, Amazon, and Postal policy that if a dog is loose on the property the driver should snap a pic of it and leave.
Send it to the owner, tell them they'll try to deliver once more on a different day.
If the dog is loose again they can pick their merchandise up at the store.
Happens a third time and their address gets removed from delivery services :ermm:
