Gartner points out that Trump's ability to verbalize has significantly deteriorated compared to just a few years ago, when he was capable of very articulate speech. Now his speech is often full of garbled words, unfinished thoughts and so-called tangential thinking (drifting from the topic).

Trump's behavior is not just a matter of American domestic politics; its unpredictability (erraticity) represents a direct threat to the global security architecture.

Except that Biden was strictly supervised and he could not decide anything on his own. Trump is the opposite of Biden. He decides on his own, without consulting anyone.
