No company has Flaggers (Traffic Control Employees-TCEs) on their crew or payroll anymore.

Every flagger is an employee of a third party company. AWP- Area Wide Protection, TCS- Traffic Control Specialists, ATC- All Traffic Control, to name a few.

Much cheaper to outsource and also lowers any responsibility for accidents and claims.
