Even if the boy grabbed those garden keys, it might have been a stupid prank, a misdemeanor, not considered a theft by nature. DEI officer is clearly overreacting against a 13y old - in a case where there is _no_ evidence provided, beside accusations.. And he dares to push around an threaten the mother, a parent, the minor's legal guardian.. Without proof, he should have max. warned the boy, in the presence of his father/mother better not play stupid games, not saying he did it, but just in case. And his parents will take care of the rest.
