“The city agreed to pay the owner, a company called Shenzhen New World, $154 a night for every room in the building, meals included. Not per person, per room, whether anyone was in it or not.

At one point, only 24% of the rooms were occupied. The city was paying over $600 a night per person actually housed”

- 14 rooms were taken offline for fire damage
- A school in the same building sued the city after documenting break-ins, drug paraphernalia, and human waste outside their entrance
- The city set aside $5 million just for glass repair

The owner is a Chinese billionaire named Wei Huang. $100 million to one company. He fled to China in 2018 after the FBI started investigating.
