Pardoned by Joe Biden, retroactive back to the Obama administration where gain of function research was paused by moratorium. It was illegal.
My speculation is that the whole thing was planned and the moratorium wasn't about safety, but about deniability.

No leak, intentional release. 3.7 million dollars sent just before release of the GMO known as covid 19, Patented by the CDC in 2019. Made by gain of function research. Vaccines likely were just MRNA experiments known only by lot # having nothing to do with the virus. No real doctor would prescribe the worlds most failed science, gene therapy, for a flu.
