A CIA secret weapon used for assassination shoots a small poison dart to cause a heart attack, as explained in Congressional testimony in the video. The dart from this secret CIA weapon can penetrate clothing and leave nothing but a tiny red dot on the skin. On penetration of the deadly dart, the individual targeted for assassination may feel as if bitten by a mosquito, or they may not feel anything at all. The poisonous dart completely disintegrates upon entering the target. The lethal poison then rapidly enters the bloodstream causing a heart attack. Once the damage is done, the poison denatures quickly, so that an autopsy is very unlikely to detect that the heart attack resulted from anything other than natural causes.

No gun shoots needles for a reason, not enough mass to travel long distances accurately. Highly susceptible to deviation, maybe up close from a lapel or glasses

This secret weapon is designed for use at short distances. The projectile is an ice dart. Once a piece of ice dart enters the human body, within a few minutes, the dart melts and releases the toxin into the blood. This causes cardiac arrest within moments. The toxin is then broken down in the human body within 60 minutes of entering the body. A subsequent autopsy found nothing other than a stopped heart and the autopsy report stated that the person died of natural causes of a heart attack.

I think that the telescope is used to aim at the exact place where the dart is inserted. Pistol is not a sniper rifle.
