This is supposed to be a $10,000 fine and possible jail time but nothing is enforced in California

So?! Who gives a fuck?! Do you see how much pollution tankers, fishing vessels and cargo ships dump in the ocean? Do you realize that there is still literal tons of crude oil on the Valdez coast of Alaska? You cannot kick a rock without exposing crude oil. There is still oil washing up in the Gulf of America from the Deep Water Horizon blow out. There are thousands of CRT televisions and monitors sitting in rivers, streams and estuaries in third world countries that were "recycled". We produce a quarter of a BILLION tons of plastic trash every year. Every, single, year. And it keeps growing.
A tub of human waste in a storm drain is the LAST thing that we need to worry about.
