I wouldn't call it a war crime. The US Navy isn't scum like the Russians, after all, and certainly didn't do it intentionally. Someone overlooked the fact that this building, which belonged to the Iranian Revolutionary Guard's military complex over ten years ago, is now a civilian school.

This was a terrible mistake. An apology should be offered to the Iranian people, condolences extended to the bereaved, and compensation considered. That would be the right course of action.
