I worked in that field and know those programs well. The reason the state is not liable is because once they have calculated the benefit amount, you receive a notice (letter printed and handed to you) called an 'award letter' and in that letter is a breakdown of your declared income/expenses etc. The applicant/recipient bears the ultimate responsibility to review the calculations before accepting the benefit. Most never even look at that page, but it's there. They are told that X is what they will receive, and to check the calculation to ensure there are no errors in how their income and resources were calculated.
So yeah it sucks the department f'd up, but it's ultimately her fault. This story, while upsetting, barely scratches the surface of the amount of fraud and abuse that program facilitates. It rewards having more kids when you can't afford them and rewards not having a earning person in the household. I'd go on but it'll just piss me off even further lol.
All she needs to do is declare she's from the "Learing Center" in Somaliland.

Awww poor Boomer, instead of $1300 she'll get $1100 a month of our paychecks, plus medicare plus, all her prescriptions payed for so she can mooch a few more years off of everyone
