It is in place because of members not following the TWW RULES.
This site, even though was much more lenient in its earlier days, was NEVER created to be a "Free for all, say anything you want site."
Owners are busy with other businesses and originally only had one Moderator who's main job was to help with taking care of the site's administrations duties, including responding to the various reports and requests by the membership.
Hence, content moderation was not being supervised because of time and manpower.

Once enough Moderators were included, the TWW RULES in written format were put into place and the execution of the original concept of what TWW was envisioned was enacted.
That original concept is what is now in place, is still yet to be fully implemented. The drastic changes that have come about in the 18 months have been done gradually so as to give the active membership a chance to acclumate to the more higher restrictions of content and context.
The "Forbidden Word" list is being adjusted as members learn, and accept, to follow the TWW RULES.

Example is the word "nigger". It is, and will always be prohibited. But...

"N", "Negro", and "nog" were once forbidden but are now allowed.
This came about as only a few still refuse to stop using the full word, but still is restricted to those 3 words because members (ahem) will continue to bypass the Forbidden List my replacing letters with non-letter characters.

If members would start complying, instead of trying to subvert the P. List, more restrictions will be removed.
