If going after the cartels is "outside the framework of the law" then it is clear evidence that previous Governments have structured the legal framework to allow the cartels to do as they wish.
These are the true facts behind why they are just not going in and after the criminal mexican element.
It is probably why Trump military should be unleashed to do their stuff and progressively wreck the fartels.
Probably a couple of weeks.
The fartels have artillery and munitions but not much more than grunt to effect with it .
As yet nothing like the hidden stuff the US have.
