The incident started around 9:40 a.m. when the Los Angeles Police Department received multiple calls about a man carrying a rifle near 700 Exposition Park Drive.

A motorcycle officer saw the man walking with the rifle, radioed for backup, and additional units responded. Officers repeatedly commanded the man to drop the weapon, but he refused to comply, according to the department.

Witnesses reported that the initial shots struck the concrete base of a nearby lamp post. One witness, Stacy Hutchinson, described seeing the suspect make a deliberate move that she believed provoked the fatal outcome.

"He had his hands up, then he lowered them and grabbed the gun. Big mistake. To me, he was looking for trouble I think he wanted to die," she said.
