The psychology behind this behavior is that the group understands, that all the protection mechanisms have failed, in that the dangerous elements are now ALREADY amongst them, and those people that were supposed to keep it out had failed to do so. So now the strategy shifts to one of trying to not upset the dangerous elements in their midst any more, and to try and appease it instead, even if that means signalling to the predators that the group is no longer loyal to its own kind.
