A US Customs and Border Protection (CBP) agent was filmed repeatedly kneeing a man in the face as several agents restrained him on a road outside a school in south Minneapolis on Friday, January 9.
Monica Bicking told the Minnesota Reformer that she was at work as a nurse at a nearby homeless shelter when she went outside and started recording agents pinning a man facedown on the pavement.
Footage shared to Storyful by Bicking shows one agent in a CBP uniform kneeing the man in the head at least five times as other agents helped pin him down.
“Stop kneeing him in the face,” Bicking can be heard yelling in the video. “That’s his face! Stop it!”
The footage also shows a CBP agent approaching Bicking, who was filming from the roadside, and telling her that she would be arrested “for impeding” them if she didn’t to “back up.”
The other agents picked the detained man up and placed him in the back of a vehicle.
Activists online identified the detained man in the video as a US resident named Juan Carlos, who they said was targeted and assaulted while observing immigration enforcement activity near the area.
In a statement to Storyful, the Department of Homeland Security (DHS) said Border Patrol agents were conducting immigration enforcement operations when a “criminal alien from Ecuador, with a criminal history” began driving erratically and “intentionally” veered into an agent’s lane. When the vehicles came to a stop, the man reversed his car, ramming another vehicle, and attempted “to flee from Border Patrol,” DHS alleged.
The department claimed the man reached into a bag on the passenger seat “for what the agent believed could be a weapon” which turned out to be a wrench, which DHS described as a “deadly weapon.”
The agents were “fearing for their lives,” DHS said, and pulled the man from the vehicle and restrained him on the ground. He was “ultimately arrested for aggressive driving, fleeing from law enforcement, and physically resisting arrest,” the department said.
Storyful has not confirmed the man’s identity and could not independently verify the details in the DHS statement.
DHS did not remark on the agents’ use of force when detaining the man.
