Armed Man Shot By San Diego Officer After Suspect Fires During Foot Pursuit

On December 16, 2025, at about 4:00 p.m., San Diego Police Officer Kellan Taeatafa-De La Rosa and Officer #2 were attempting to make contact with a man on an e-bike in the 2900 block of balboa drive in Balboa Park. The man, 55-year-old Allen Baker (also known as Tracy Diggs), fled from the officers while riding the e-bike and then on foot. The pursuit ended when Baker turned toward officer Taeatafa-De La Rosa and fired a round from a handgun. Officer Taeatafa-De La Rosa, unharmed, responded by firing back, discharging five rounds at Baker, sending him crumpling to the ground. Additional officers arrived at the scene and Baker was taken into custody. Officers rendered medical aid until the arrival of San Diego Fire-Rescue personnel. Baker was transported to a Hospital, where he was treated for serious but non-life-threatening injuries. After firing at officer Taeatafa-De La Rosa, Baker's handgun landed in the nearby brush. Baker has been criminally charged by the district attorney's office with Attempted Murder of a Peace Officer, Assault on a Peace Officer With a Semi-Automatic Firearm, Possession of a Firearm by a Felon.
