TAMPA, Fla. - Pro Football Hall of Famer Warren Sapp filed a federal civil rights lawsuit against Tampa after police removed him from City Hall during a city council meeting on Sept. 17.

In the lawsuit, Pro Football Hall of Famer Warren Sapp alleged he went to Tampa City Hall on Sept. 17 to obtain paperwork.

While he was inside, he claims, city officials escalated an encounter into a confrontation in an office adjacent to the council chambers, interrupting the public meeting.

Council Chair Alan Clendenin called a recess, declared disruptive individuals out of order, and ordered the room locked until police resolved the issue.

Tampa police officers responded and asked Sapp to leave City Hall.
The lawsuit states that Sapp was trespassed for the day but never arrested, which his legal representation claims is significant.

In the lawsuit, Sapp asserts that he possessed the right to speak, petition the government, seek information from government officials, and attend public government proceedings without facing retaliation.

The lawsuit emphasizes that officers did not arrest Sapp during the removal, citing the lack of criminal charges as evidence that the city's exclusion order was an unconstitutional response to his presence.
It is not known what specific paperwork Sapp was attempting to retrieve when this happened.

Tampa officials have not released details regarding their internal account of the interaction, as the city does not comment on pending litigation.

In 2010, PNC Bank was awarded a judgment of $988,691.99, and in December 2011, filed a monthly lien of $33,333 against Sapp's $45,000 NFL Network paycheck. He also owed the Internal Revenue Service $853,003 from income in 2006 and $89,775 for 2010. He was $876,000 behind on alimony and child support for his former spouse, owed $68,738 for unpaid property taxes in Windermere, and owed money to attorneys, friends, and a speech therapist, as well.

On April 7, 2012, the Associated Press reported that Sapp had filed for bankruptcy in an effort to discharge debt from failed businesses. In these Chapter 7 filings, he claimed to have lost his University of Miami championship rings and his Buccaneers Super Bowl ring. The balances in his checking and savings accounts were said to be less than $1,000. He claimed no credit card debt and owned no automobiles, but owed National Car Rental $90,685 through his business, Nine-Nine, LLC. Court filings indicated Sapp's assets totaled $6.45 million against a debt of $6.7 million. His monthly income was reported as $115,861.
On November 1, 2012, Sapp's 10,000-square-foot (930 m2) house in Windermere was auctioned off for $2.9 million.

The council members think they have the power and authority of God.

Hope he wins a decent amount for Civil Rights violation and puts these people back in their place.

They are civil SERVANTS and they need to be reminded of that.
