23-year-old Chad T. Richard is charged with taking the life of award-winning gymnast Kara Welsh at an apartment just a block from the University of Wisconsin–Whitewater.
Police say Richard Sh—ting Welsh multiple times inside the apartment
"Through investigation, it was determined that leading up to the sh—ting, an altercation had occurred between the two," police said.
It’s unclear what Richard’s relationship with Kara Welsh was, but police believe the two knew each other.
Welsh was beginning her senior year at the University of Wisconsin–Whitewater, where she competed on the gymnastics team.
She won an individual national championship the previous year.
