What needs to happen is a switch to full digital and allow more channel allocations for the FM band. Still keep current limits on station ownership per each market, but decrease ownership licensing costs so more voices can be heard.

If you have a HD Radio receiver in your vehicle you should know this. The codec used for the digital subchannels is proprietary IP and has to be licensed by manufacturers. It is not open source, spectral efficient DAB like in Europe. Who do you think is invested in this HD Radio? It's lawmakers and FCC regulators who can make us all pay to listen to the formerly free public airwaves.
