Manhattan, N.Y. — On Sunday, August 16, 2026, at approximately 4:02 p.m., a civilian witness called 911 and reported that a person was attacked and bleeding inside a residential apartment building in the vicinity of Rivington Street and Ludlow Street, Manhattan. At approximately 4:06 p.m., Sergeant Burks, Officer Perfetto, Officer Moy, and Officer Teng responded to that location, entered the building, and ascended the staircase. As the officers ascended the stairs. Once on the stairwell leading to the second floor, Officer Teng encountered, 54-year-old Wei Chan and ordered him several times to show his hands. Chan, who was in possession of a cleaver in his right hand, walked toward the stairwell landing. Officer Teng alerted the other officers that Chan was in possession of a knife, as the officers repositioned themselves backwards. As Chan descended the stairs toward the officers, with the cleaver in his right hand, Sergeant Burks discharged four rounds, Officer Perfetto discharged three rounds, and Officer Moy discharged two rounds, all from their service firearms, striking Chan. Chan was taken into custody and transported via ambulance to NYC Health + Hospitals/Bellevue, where he was pronounced deceased.
