Strict law enforcement is the White Man's way, and we can't have that, now can we? Especially when we have blacks and browns in the country, so many of whom will balk at this as "White Supremacy". In places where nonwhites have become the numerical majority we see them turn the environment into something much more to their liking, which is Road Warrior in North Africa.
