@sirmrmikey ----I grew up there. You are absolutely right. They will sell to the bodegas or they will set up a "shop" right on the street in the same neighborhood.
One of the dumbest ideas I've seen in a while when you know the makeup of New York City.
The I.D. scheme won't work either. They'll have multiple I.D's. They'll give crackheads a 40 or some cigarettes to buy for them. Just a million ways to get over on these stores.
Also, there will be massive amounts of uncontrollable shoplifting. For "reparations" you see.
