The sun still comes up right. So for half the day it's not total darkness. It's not like they can't heat their homes, and they're all going to freeze to death.
It's in the carribean, so because of hurricane season, they should be used to it by now. They've been through this many times before.
I guess what I'm trying to say is, who gives a fuck. You want reliable power Cuba? Do away with communism/socialism. It's never worked and never will.
