Going to church half-naked is not welcome everywhere.

If it's a place with a preacher and a band (guitars, drums, keyboards, etc.), you may fit in the crowd; but if it is a church at the opposite end of the spectrum or so, one should cover his body and try to do everything the right way before blaming racism, because if you do something wrong, people will look at you with their eyes.

There is also the aspect of arriving during an ongoing service. Don't expect to be verbally/physically welcomed by the churchgoers and the celebrant or the preacher like if you were an awaited V.I.P. guest!
