@D.I.N.A.S. A tornado will tear apart a brick, cinder block or stone house just as easy as if it were tissue paper. Only a home built like a parking garage has any chance against a tornado, and there will still be damage, plus, no one can afford that kind of construction for a home.

But yeah, modern homes in the West are built to a price. The highest profit margin is the goal.
