They're right, it does distract and maybe doing your lame job that wouldn't be an issue but many jobs/positions it would be an issue.

Here in Canada the first week they made it legal for women also there were bars with pretty women topless outside on front patios which almost caused several accidents. It's still legal and now only on occasion, ,usually very hot days, are some women seen topless. 1 in 200,000
