ICE has ALWAYS been there and Obama was the most prolific user of ICE todat.
Obama sent back more than 3 million illegal "immigrants".
Trump may well exceed that number but he is going hard at it to do so in one term that Obama did in 2 terms.
Apart from that ,
ICE is not new :
the agency was officially established in 2003.
It was created as part of the Homeland Security Act in response to the 9/11 attacks,
combining the enforcement arms of the former U.S. Customs Service and the Immigration and Naturalization Service (INS) into
the Department of Homeland Security.

Obama sent back 3.1million over his 2 terms.

As of 2026, the agency has been operational for over 23 years.
