You cannot be held legally responsible for not offering help. A couple years back a group of teenagers filmed a man drowning as they laughed. The judge cleared them of charges. Yes they should have helped but they are not legally obligated to do so.
This is one of the many reasons that Dalton "Chud" started doing what he did.
