@YOLO_ Motorized scooters are illegal in New York City because they cannot be registered with the New York State Department of Motor Vehicles (DMV). Since New York State does not offer registration for these devices, they are banned from operation on public thoroughfares entirely. This ban applies to all motorized scooters capable of operating without human muscle-power assistance, regardless of whether human energy is required to start the motor.

@GulliblestartswithN But they didn't destroy tens of thousands of dollars worth of confiscated property. The majority of the property confiscated was sold BACK to the "people", to assist in drug trafficking and other law breaking activities.

I'm assuming if any were stolen they were returned to the owner. Should have sold them on the web to an out of state buyer.
