Any tow-truck driver knows you cannot move a vehicle with someone inside of it, no matter what.

And since when do cities have their own busses towed if they are not broken-down?

Whole thing doesn't make any sense.

The vehicle, a decommissioned short-route passenger bus previously used for limited urban transit service, had been scheduled for transport to a recycling facility following repeated mechanical issues and failed resale attempts. During towing, one of the securing chains reportedly failed under tension as the truck entered a main roadway, allowing the bus to disengage and roll independently. Witnesses stated that the vehicle’s engine appeared to restart unexpectedly, after which it accelerated away from the tow truck and proceeded through several intersections, navigating turns without an apparent driver. No injuries were reported, though minor property damage is under assessment. Authorities have not confirmed how the vehicle regained power or steering capability, and an investigation is ongoing into both the tow equipment failure and the bus’s unexplained movement.
