The entire premise of Pennsylvania V. Mimms is because of officer safety. Without having probable cause that the officer is in danger he cannot pull a driver out of the car. So, no a cop cannot just pull you out because he feels like it. The whole case was because the cop saw a bulge in Mimms pocket and suspected a gun.

In Pennsylvania v. Mimms, the U.S. Supreme Court established that, during a lawful traffic stop, a police officer can order the driver to exit the vehicle and conduct a pat-down search if they reasonably suspect a threat to their safety.
