F15EX operate above 35,000 during "Wild Weasel" missions, SEAD and DEAD sorties (hunting enemy SAM launchers). Flying at high altitude during the mission gives them more reaction time to deploy defensive countermeasures, maneuvering space, and to reduced vulnerability. F15EX pilots didn't have time for countermeasures.
