No U.S. refinery is legally allowed to use any Iranian crude oil, and current evidence shows none do. The United States has had comprehensive sanctions on Iranian crude since 1979, repeatedly tightened over the decades, and the penalties for violating them are severe. The only documented buyers today are Chinese “teapot” refineries, which have repeatedly been sanctioned for purchasing Iranian oil.
