IMHO, NYPD is actually more inept, more incompetent and less effectual than RCPM or London Police, not to mention their complete apathy. Soooo incompetent.

NYPD needs cattle prods. Multiple officers should not have their lives endangered because someone has decided to steal a train ticket. Just electrify the insolent beast, until it pays, or leaves the station.
