A drunk Portuguese driver, while driving a car, ran over and killed an off-duty military police officer who was on a motorcycle at the intersection of Avenida São Miguel and Rua Itamarati de Minas, in the Ponte Rasa region, East Zone of São Paulo. The 26-year-old driver was released after the accident, according to the Public Security Secretariat

No, it's the driver of the car's fault. Activating the blinker doesn't change anything. He was not allowed to leave the middle lane and turn right, crossing the lane on his right.
The problem with idiots is that when they turn on the flashing light, they think they're doing anything!

Examine the configuration of lanes carefully. You cannot turn while crossing one or more lanes adjacent to your lane. If he wanted to turn right, he had to be in the right lane. This was not the case. He was in the center lane. A real moron.
