How the "priority seating" works in Japan is that you are expected to give up the priority seat ONLY IF THERE IS NO OTHER SEAT IS AVAILABLE AND SOMEONE WHO NEEDS IT BOARDS THE TRAIN OR BUS. As I can see from this video, there are many seats available, so this streamer did nothing wrong by seating in the priority seat.
