The driver didn't apply any brakes. I've seen trains stopping faster. Our buddy just kept on going and lost about 37km/h of speed over a distance of over 200m. Judging from the position of his legs I didn't notice any movement to reach a brake pedal, if he even had one. You can see it yourself on Google Maps, there is even a truck turning when the satellite image was taken, so it seems quite common at this place. He is driving highway 45 from Silao to Irapuato and the crash site is at the East of Irapuato a few hundred meters down the road from "Starbucks Carretera Irapuato DT"
