Massie says those white redactions are in witness forms, which contain the “names of people who are implicated in crimes by the witnesses and the victims.”

Incompetence in government originally put out the PDF files without permanent redaction. You can 'paint' over the words, but they are still there and and copy and pasting them to a text file will reveal them.

They blamed Elon and DOGE for taking away all the Adobe licenses for the pro version that obliterates the underlying text.
