I was in Chichen Itza in February, the guide explained it very well. The stairs are made from different lengths of limestone, determining their natural frequency. If you look at the stairs, they are basically placed so they resonate against each other and reflect the sound with the sounds of the resonance waves attached, creating this chirping sound similar to a recording.
