Just an idea, but if you are paid to protest, then it's your job temporary or otherwise and it's not legit. Also are they paying income tax on the money? Tax them at a killer rate. Or get them for evasion. And require parade permits for 4 or more protesters at a gathering and liability insurance, say 3 or 4 million coverage.
