I believe the other Cardinals here are all Italian, and that is a common Italian greeting.
He might not know what is appropriate for a non-Italian.
Also, many of the Italian Cardinals (~50 of them) have known each other locally for many years, and he might not know others as well.
There are many possible explanations, including which don't necessarily involve any intentional disregard. It depends on related details.
