The tariff is on the total import cost of the goods, that includes shipping etc. That OK for Nike but what happens when a product is imported from a third party to be sold in the US where the margins are less. Refridgerators and white goods have a lower profit margin and so the tariffs will affect them more. What happens to the products made in the US from various Chinese components. Every one of those will increase in price and so the total cost will go up as a result.
Net result is that prices of both domestic and forigen goods are going to go up bigly and it is the US consumer that will pay for it.»

He is right, though, in saying that tariffs are not designed to hurt consumers; they're a tool for regulating trade first and foremost.
