Carolina Molina says the encounter happened Monday afternoon in Baileys Crossroads. Molina is a licensed counselor who works with immigration lawyers, conducting psychological immigration evaluations for their cases. Molina says she was visiting immigration lawyers in the area when she saw federal agents arresting two men. &#34;On the sidewalk were two agents that had two Latino men arrested in handcuffs, and they were walking them to an unmarked vehicle. So, I rolled down my window and was like 'you guys are messed up',&#34; she said. As she got closer to the lawyer's office, she saw more agents. &#34;I just told him, you know, I called him a hoe, and then he said, 'F you', and I said 'F all of you', and then I kept going,&#34; said Molina. In dashcam video shared by Molina, you can hear her yell, &#34;You're a hoe, you're f---d up&#34;. She is then seen turning around and driving back the way she came. All of a sudden, one officer pulls in front and blocks her, while another pulls up behind her. The officer who blocked her pulls his gun, points it at her through the window, and yells, &#34;Are you following us?&#34; Molina says, &#34;no I'm not, I'm leaving cards&#34;. The officer responds, &#34;This is a warning. Stop following us, this is your warning. Yea record us. You almost ran us over&#34;. They go back and forth, as she says she didn't almost run them over. He threatens to arrest her. She asks for what, and tells them that she's a legal citizen. The incident occurred shortly after 2 a.m. Sunday, May 23, at a City Center parking garage, where officers responded to a gathering of about 30 to 40 cars, according to Newport News Police Chief Steve Drew. “The video does show an officer pointing a gun at a dark-colored vehicle,” Drew said. However, Drew and other officials say security footage and officer accounts provide additional context not visible in the viral clip. According to police, a vehicle pulled out and passed closely behind an officer whose back was turned, leaving little time to react. Drew said the officer had about two-tenths of a second to respond and believed he was in danger. “The officer said, ‘I felt like I was about to be hit or run over. I turned, I addressed it, and I ordered that vehicle to stop,’” Drew said. Officials said the tense moment escalated quickly but was resolved just as fast. Drew described an exchange between the officer and the driver that was not captured in the viral video. “He says to the officer, ‘I just want to go home,’ and the officer in the same conversation says to him, ‘I have kids too, and I just want to go home,’” Drew said. Drew added that the interaction reflects the circumstances on both sides of the encounter. “I think these are good kids in our city,” he said. During the call, people could reportedly be heard attempting to get her to open the door while the caller told dispatchers they believed she had been shot and they could not get inside. Police said a second 911 call was received while officers were en route, reporting that a woman was outside the apartment building firing a gun. When officers arrived, witnesses directed them toward an upstairs area of the complex as residents were seen running from the scene. Investigators said Wooten-Mitchell fired toward an apartment and in the direction of the stairwell as officers approached. One officer then discharged his weapon, striking her. According to the department, the officer began speaking with Reed and determined that he had active warrants. Officials said the incident occurred as the officer attempted to take Reed into custody. &#34;The officer attempted to take Mr. Reed into custody by grabbing his wrist, and he then swung a fist at the officer,&#34; explained the department. &#34;They both fall to the ground, and the officer lands on top of Mr. Reed.
