Glocks which are wieldly using in the US police, cheap. You can find everywhere 9mm ammo

Lot lesser recoil
Faster, more accurate shooting

Less dmg
Bigger caliber cause bigger wound channel. You just wanna stop the suspect, not kill all of them.

Police have smg's too for special situacion.

Situations
Even if you give a headshoot, the perpetrator still have 4 sec to cut the hostage neck
Can imagine a bar where the policemen shoot a perpetor with bigger caliber. The ammo goes through the Perpetrator and hit a civil

In Brittain many policemen still have no more firearms at all.
Other European countries just changed their pistol»
