In Catskill, New York, on October 29, 2021, a tragic incident occurred involving Jason Jones, 29, who died after an altercation with the Catskill Police Department (CPD). The incident began when CPD officers responded to a 911 call about an unruly patron at a bar. After escorting Jones from the bar, he ran to the CPD stationhouse, where he became increasingly agitated, removing some of his clothes and covering himself in alcohol-based hand sanitizer.
The situation escalated when officers, attempting to take Jones into custody under Mental Hygiene Law Section 9.41 due to his erratic behavior, deployed a Taser. The Taser ignited the hand sanitizer on Jones' body, causing him to catch fire. Although officers extinguished the flames, Jones sustained severe burns and was transported to a hospital, later transferred to a burn unit. He tragically passed away six weeks later, on December 15, 2021.
An investigation led by New York Attorney General Letitia James’ Office of Special Investigation (OSI) concluded that criminal charges against the officers could not be pursued. The OSI determined that the officers attempted to subdue Jones using a less-lethal method, with no prior knowledge of the flammability risk posed by hand sanitizer when combined with a Taser. The investigation revealed that the officers' training did not include warnings against using Tasers near hand sanitizer.
