They can impose reasonable time/place/manner rules (e.g., size, how it’s mounted, proper etiquette), but not an outright ban California Law (Civil Code § 4705): Explicitly allows display of the US flag (fabric/cloth/paper) on separate property or exclusive-use common areas. HOAs cannot limit or ban it except for public health/safety reasons.
