Williams was arrested for 19 charges, including kidnapping, resisting arrest, and assault. According to police, officers were called to the 800 block of Wilson Avenue near East Livingston Avenue around 11:55 p.m. on a domestic violence call. The caller told dispatchers that a man assaulted a female and said he was going to get a firearm. As officers arrived and began walking toward the home, police said they heard multiple gunshots and saw a man, later identified as 33-year-old Isawan Foster, discharging a firearm. Bodycam video released by Columbus police shows around 11:58 p.m., two gunshots are fired, and a voice shouts &#34;Oh&#34; multiple times. Police said Foster was armed with a gun, as the video shows him firing shots toward the building while backing out from an entryway. &#34;Hey,&#34; the officer wearing the body camera can be heard saying before he and the other officer fire dozens of shots at Foster lasting about five seconds. The time elapsed from the first gunshot fired to the end of the officer's gunfire is about 10 seconds. The video shows Foster lying on the ground after the gunfire ends. The officer wearing the bodycam begins reloading his gun and then yells, &#34;He's still up.&#34; The other officer can be heard saying, &#34;Do not (expletive) move.&#34; Officers rendered aid to him until medics arrived. Foster was transported in critical condition to Grant Medical Center, where he was later pronounced dead. A firearm was recovered at the scene. Police previously said it’s not clear who or what Foster was shooting at as the officers were approaching. The caller reported that a male suspect was loading a shotgun while making threatening statements, including threats to kill multiple people. Upon arrival, officers located the suspect, later identified as 44-year-old Brandon Pechette, who was armed with a shotgun. Officers issued numerous verbal commands for the suspect to drop the weapon. During the encounter, officers discharged their weapons, striking the suspect. The suspect was taken into custody at the scene, and the weapon was secured. Toledo Fire and Rescue responded and transported the suspect to an area hospital for treatment. No officers were injured during the incident. The video showed the masked man greeting the clerk with a quick, “How ya doin’?” before demanding that they “fill the bag up.” He repeatedly told the clerk to hurry up while holding one of his pockets, which the sheriff’s office said implied he was in possession of a weapon. He told the clerk that he wanted only bills from the cash drawer and from a safe bag that was kept in a slot next to the drawer. The video then showed the man reach across the counter to take the bag of cash before saying, “Thank you.” The clerk then asked the man if he wanted the rolls of coins. “No, I’m good, thank you,” he said before leaving the hotel. “All right, have a nice night,” the clerk said. A caller later reported the suspect had abandoned that vehicle and was attempting to steal another while armed with a gun. Deputies began searching in Rootstown Township when the agency’s P.A.C.E. Unit located the suspect, who then fled on foot, the sheriff’s office said. A deputy, along with K-9 Hector, pursued the suspect. Authorities say the K-9 was deployed, and the suspect was taken into custody shortly afterward, ending the chase. The suspect has been identified as Daniel Summers. During the investigation, deputies determined the vehicle Summers allegedly abandoned had been reported stolen out of Tallmadge. Authorities said the vehicle’s keys were found in Summers’ possession at the time of his arrest. The sheriff’s office also noted Summers had previously been the subject of recent social media rumors regarding an “escaped inmate,” clarifying that the situation involved an individual who left a hospital after being arrested by another agency.
