San Diego Police are investigating an officer-involved shooting that took place in Escondido Wednesday after authorities say a man armed with a knife created a traffic hazard, then charged at officers, prompting them to open fire. According to the Escondido Police Department, the incident began around 12:10 p.m. when dispatchers received reports of a man walking in the southbound lanes of South Centre City Parkway near Felicita Avenue. Callers reported the man, later identified as 54-year-old Juan Ramos, was approaching passing vehicles while holding a knife. Police say Ramos continued walking in and out of traffic toward 13th Street as two uniformed officers and a detective confronted him and ordered him repeatedly to drop the knife. Investigators say Ramos ignored those commands and suddenly ran toward the detective with the knife in hand, prompting all three officers to fire. After falling, police say Ramos got back up and charged at the uniformed officers, leading to a second round of gunfire. According to the department, Ramos made statements during the confrontation suggesting he wanted officers to shoot him. Police say Ramos continued holding the knife while on the ground, preventing officers from safely approaching to provide aid. Additional Escondido officers arrived moments later with less-lethal equipment and fired several sponge rounds, one of which knocked the knife out of his hand. Officers then moved in and provided medical aid. Ramos was transported by Escondido Fire paramedics to Palomar Medical Center, where he is expected to survive. The officers who fired their weapons have been with the department for over 17 years, respectively. The detective has served with EPD for three years. Both uniformed officers were wearing body-worn cameras, which were activated. Per countywide protocol, San Diego Police Homicide Detectives are now leading the investigation. Once their review is complete, the case will be forwarded to the San Diego County District Attorney’s Office to determine whether the officers bear any criminal liability. The FBI and U.S. Attorney’s Office are also monitoring the investigation. EPD will also conduct its own internal review of the officers’ actions. Meanwhile, Ramos is facing charges of assaulting a peace officer with a deadly weapon, police said.
