To be fair, there seems to be a crowd making noise, so the owner was probably not a couple of feet away. But still, punishing them for not having any friends or family to take the dog while they had to go out is pretty shitty, especially if the dog wasn't actually in danger. Punishing them for having to go out with a car becasue the shit city is designed to NEED a car to go anywhere or do anything and nobody allows pets inside is really shit. Maybe provide some fucking options to allow people, especially lonely people, to have pets, fucking accommodate it.»
