Drug addicts have devised a scheme where they use food stamp benefits to buy cases of bottled water which they empty out to obtain a 10 cent bottle deposit refund to buy drugs with. Footage shows groups of people in a parking lot in Portland with shopping carts full of bottled water, only to dump the contents on the ground. It allows them to receive a $2.40 refund within minutes by purchasing a 24-pack of bottled water with food stamps. Fentanyl pills now being sold for as little as $1 in Portland, Oregon. Despite law enforcement efforts to curb major drug trafficking, the number of overdose deaths in Portland continues to rise.
